It seems that commercial buildings predominate newyork and
chicago city, but it fact there are also a large number of
civic buildings exist.
How to distinguish between and what are the significant
differences of this two kinds of buildings in terms of
appearence and the building structure and etc.?

1) Generally, nothing, I'd say. Both types of skyscrapers
(as there are, of course, also lower-rise municipal, state and federal
structures around) house office functions and are both more or less
flexible in interior arrangements and as difficult to update to the
modern wiring and networking systems. As for structures, the same.
2) Plaudite, a request for sources. Good. The respective City Planning
Commissions would of course be the optimal source, but I guess we can
rule that out. I can only point out to various architectural books on
the cities, such as the behemoths "New York 1900", "New York 1930" and
"New York 1960", and collect the needed info piecemeal from these. ED
